In 2017 and 2018, as the Trump administration were separating nearly 3,000 children from their parents (including infants who were still breastfeeding), Miller proposed separating 25,000 more. "If we don't enforce this, it is the end of our country as we know it." There was never a plan to either keep track of the separated children or create a system to reunite thousands of families.

"Stephen actually enjoys seeing those pictures [of children in cages] at the border," an outside White House adviser told Vanity Fair in 2018. "He's a twisted guy ... There's always been a way he's gone about this. He's Waffen-SS."
