This is similar to the blueprint for all forms of denial. Example:
Climate change doesn't exist. If it does exist, humans didn't cause it. If humans did cause it, it's not that big a deal. If it is a big deal, there's nothing we can do about it. If there is something we can do about it, it is too costly.
