Sen. Thom Tillis (R-NC) tells us he will oppose S. 1 because tax dollars should not be used to finance elections. S. 1 explicitly funds elections from fines on tax cheats and corporate criminals, not tax dollars. This senator is voting on S. 1 and he clearly has not even read it.
